Angles and lighting do not eliminate cartilage from the human ear. So, they don't "appear" to look different. Physically they actually are different.

Gotta be some distortion there -
All the basic shapes are the same - eyebrows, ear structure, lip shape,
Take the mug shot and elongate it - shave the hair, new haircut. etc - very similar to the other one.
Not enough to say = Different people. IMHO.
