You're not understanding what you quoted.
The issues for FY15 and FY16 they noted in your quote was that they were unable to issue an opinion on the fairness of statements because HUD did not provide the needed info.
This was a reissue, date 3/1/17 (after Carson took over) which finally identified these issues because Carsons HUD actually cooperated with the auditors.
