Thanks, it looks like they got that number from ProPublica. Specifically, the 115 Congress.
However, if you look at other terms:
114th Congress - 88%
113th Congress - 95%
So, perhaps Jr was just looking at numbers from the last complete Congress. It would be too much to give someone the benefit of the doubt though.
I mesn the last complete Congress it was EXACTLY 88%.

H is the 8th letter of the alphabet. 88 has been a coded reference to HH or “heil Hitler” online for years.
