Does the DOJ have the power to make all states comply with the VRA?

I believe so. It's a Federal law. States must comply. The states can not restrict it more than it is, and can only make it more stringent, not less. When Federal and State laws conflict, the Feds win out.

What I love the most about our little government is if you want to see change the states can always call for a Constitutional Convention of the States.
