The “power of the purse” doesn’t apply to emergencies where the President can reallocate funds to deal with that emergency. Such actions have happened before without complaint of constitutionality.
The issue is whether or not the border issue constitutes an actual emergency. Trump has been proving his case for several years that it is an emergency.
