I imagine the BF is either FOS or running a little hobby ranch on a couple hundred acres. No one running anything north of 20 head would make a statement that herd capacity is healthy and costs are fine.

The US herd size is down, US beef production is down and our beef prices are up much more than other meat products. Nothing wrong with getting beef elsewhere while ranchers focus on building the herd back up.

Taken as a sole data point you'e right. And i wouldn't say they're lowered but have stabilized and projections say they're coming down.
But lets talk about why even lowered prices will not have a near term impact. Herds are younger than ever because of many reasons but mostly because of suppressed breeding caused by droughts in maybe of the high volume states in the early 2020s. Younger heards means you have to feed them longer and that increases costs.
So, even if prices come down drastically and nothing bad happens environmentally, we're 2ish years from being back to a normal cycle.
