I don’t think they notified anyone prior to the strike, but that’s the reason why.
A dem would have leaked it the same way they leaked Israel intelligence against Iran in 24 and US intelligence against Yemen in 25. It’s what they do.

I’ve heard reports that government officials will try to get “stolen election” information out of Maduro in exchange for leniency.
