Here in Trinidad we have something called a national ID, its useful for things like identifying yourself and your home address......when you vote.

If someone tried to squat, you would call the police, they would check your ID and he would haul the squatter off to jail.

If would be very easy for the police to simply have a hotline to the power and water company, call and ask whose name the bill is in for that address, and arrest the squatter for trespassing.
