yes they do! do you know why maersk didn't simply put armed guards on their ships during the somali pirate dust up, not because international law prevented it but because their union objected to it. they claimed it put their sailors under harms way.

Was listening to a podcast about a smuggler, bringing from Honduras to Mexico, kept having problems with his high powered "cigarette". Mechanical problems, locals pulling him wanting bribes, etc. He is back in his "base" a small fishing village in Honduras and this old fella strikes up a conversation. He has an old pirogue and for 20 years he has been harvesting lobsters there and then bootlegging them to Mexico to the tourist areas......same area this guy is going. He says Ill haul it for you.

Old man made over 50 trips and never had a problem.

A few of the intercepts have been in the Pacific, I think the "submarine" was one.

And you are right, they dont say where those are originating from.
