I think the 7.1 could be people who created accounts on the website. But as it has been said over and over and over again, you can't see pricing until you add a plan to your cart. So I'd imagine 25-50% of those 7.1 just wanted to see pricing and never went through with it.

I had a patient tell me last night that her sister was afraid of the penalty and signed up through Humana two days ago.
Unmarried waitress with two kids. 79 cents a month with subsidies. Don't know the deductible.
She was dancing a jig from being so happy. Said the guvment was paying for everything.
I Said that the government doesn't have any money except what is taken from working people in businesses through taxes. So really we are all paying for her subsidy.
Didn't care. Kept dancing that jig.

If we are spending 1.23 trillion divided by 9 years to insure 858,000 people then we are possibly the dumbest fricking nation ever to exist at this point. And that's even if we assume we add 800K more every year for those 9 years which would seem an absulutely absurd assumption.

If everyone may recall they added a box on the website that gave people an extension if they marked it. It basically says they will be signing up. I am sure they are counting those among their numbers.
As someone mentioned earlier I find it amusing that they have numbers to brag about, but never seem to know what the numbers are in hearings...

Because Obama signed off on the repeal of the law that prohibited government using propaganda on the public.
In hearings they would be required to answer questions, provide data, etc.
The can just openly propagandize the public on TV.

It happened to me as well. I'm 26 and a grad student taking on student loans. Now paying $200+ premiums. Thought it was supposed to be cheaper for somebody like me. Maybe I filled out the form wrong. frick who knows, getting on the GF's insurance in 9 months.
