You know, prosecuting Trump using laws that had to be created to just do so, using made up BS charges that nobody else has been charged with... that sort of thing. Creating special prosecutors out of thin air that they didn't legally appoint... that type of thing.

"Phony" is a bit subjective (which is where I imagine this definition ultimately lands), but sure that would fit within his definition, too.
