I grew up in the coal Field region in Virginia. I promise you those guys are hoping like hell they try. They want even need a hunting license for the 2 legged critters ??. Pretty much southern va and everything West of Richmond is hillbillies. A lot of the Eastern shore even have a lot of baws. Richmond and the DC area fricks this state up. Governor wants no part of it, sheriffs want enforce it and the people want stand for it.

There is seven Indian Reservations in Virginia.

On federal Indian reservations, however, only federal and tribal laws apply to members of the tribe, unless Congress provides otherwise.

Seems to me if they wanted to profit they could operate indoor ranges.

The state could pound sand as they have no control over them.

Note that Gun Owners of America (GOA) and Virginia Citizens Defense League has led this effort from the start and is now leading the fight. The NRA is merely a side line cheerleader. I joined GOA and my state’s 2A org. NRA is never getting another dime from me.

Gun owners just need to get together and buy large enough pieces of land to shoot on. It can be a fun range but not official.
