It is time for us to put a moose or advertisement in Spanish that the country is closed. All those seeking asylum will be denied entry and shipped back to their country of origin. Looks like attachment points between the buoys. This is similar to the police on horseback using reins to smack the horse and turned into slapping the immigrants.
I don't understand the buoys as a detriment to crossing. I would simply swim under them. Texas needs to run razor wire down the Texas side along the edge of the water.

They're anchored to the river bottom, so that isn't possible.
