All votes must be counted in one session following the polls closing. IOW no more quitting for the night and coming back(with more votes).
And all mail in ballots must be received by election day. Not post marked, received.

your concern is controlling the movement of ballots prior to counting.
one issue that varies by state now is when to count mail..
are you a only after closing or are you ok counting whatever's on hand at 7 am Nov 3?
how do you organize same day counting in states like Texas and California hundreds of miles border to border and most of it is rural but also massive urban.
