This was actually one of Trump's truly shrewd moves. USPS has pretty much unfettered discretion/authority on the requirements it can impose on the formal requirements for the mail it handles.

I thought a very shrewd move as well. But sanctuary cities will just start erecting drop boxes on every corner.
At that point I think you will have to move in the national guard. You cant have "volunteers" showing up at counting sites with trucks of ballots that "supposedly" came from drop boxes.
