The bill became law automatically after 10 days but Washington needed the theatrics, the show, to make everything seem legit
That's why they had the "signing business " before Trump was certified on the 6th.
You can bet your bottom dollar , there was a big fight about this issue . Maybe that's why all those drone stories ...

You’re simply wrong. The 10 day timer starts upon presentation to the President, not passage in congress. The bill you are discussing was presented to Biden on 12/27. 1/5 or 1/6 was within the 10 day window.

This has nothing to do with Trump’s election certification or some nefarious plan to have someone else sign for Biden. He signed it publicly within 10 days of it being presented to him, in accordance with Article I, Section 7, Clause 2 of the Constitution.

... and since Biden "signed" this bill into law on a Sunday the signature is most probably questionable, if anything, highly unauthorized . Which means signing on a Sunday is "Moot" .

No, he let it ride without a legit signature, and after the 10 day window, the bill becomes law automatically.
