This has nothing to do with Trump’s election certification or some nefarious plan to have someone else sign for Biden. He signed it publicly within 10 days of it being presented to him, in accordance with Article I, Section 7, Clause 2 of the Constitution.

... and since Biden "signed" this bill into law on a Sunday the signature is most probably questionable, if anything, highly unauthorized . Which means signing on a Sunday is "Moot" .

... and since Biden did not sign the bill into law on a legit Congressional business day , like say came back on Monday to clear things up.
No, he let it ride without a legit signature, and after the 10 day window, the bill becomes law automatically.
