Why do colleges even have their own police departments? I guess I can understand a private college having one, but not public universities. I know Cornell is private but it's weird that public universities have their own police departments.

Budget reasons maybe. Local police don’t need the added expense of managing 10k students who don’t pay as much into the local tax base.

He said that according to your statement, they were incapable of consenting to do the tests.

Yes, state vs town/city. Of course the college certainly enhances the city budget so it’s not a 1+1 always = 2 type of argument but it seems to make sense on its surface.

Also I’m sure campus police are more invested in the kids. The city police in Boone really seemed to resent the students at App so you definitely would rather be busted by campus police back in my day.
Coincidentally the former head of ICE was a Boone city cop back when I was at ASU. No doubt we had a run-in considering some of the monkeyshines I got up to.

He probably just embraces the 4th and 5th Amendments.

If it's true that drunk people can't consent, then there is a legal/Constitutional problem there. I don't really see a way around it.

If they want a higher level of security than local police can or will provide, which obviously they should, having their own campus police seems like a good option if the law permits it.
