Assuming one even cares about context rather than gotcha's in this day-and-age, of course one would agree 100% with Ross.
You cannot start a war, and reasonably expect the other side to remain diplomatic at same time.

There are more negotiations going on than just trade and all at the same time.

Well then I guess you'd have to agree that these tariff announcements were a dumb approach to negotiating?
