Unfortunately, it is a bit more complicated than that. So far actually implementing it at the state level has been a mess.
Kansas tried it and it was a mess
New Hampshire also tried it this year for local elections and it was also a mess. Married women who have changed their name needed to show birth certificates and marriage certificates as well as state IDs.

The EAC developed the federal form. Not legislation. There’s no reason the EAC can’t make changes to it.

The Kansas law ended up blocking the voter registrations of more than 31,000 U.S. citizens who were otherwise eligible to vote. That was 12% of everyone seeking to register in Kansas for the first time. Federal courts ruled it was an "Undue burden" and SCOTUS refused to take it up.
Don't get me wrong, it seems pretty reasonable to have some proof of citizenship to register to vote. The reality is it has been hard to implement, and many citizens were disenfranchised.

This isn't about voter ID, this is about requiring proof of citizenship to register.
The way many other countries do it is to have national ID cards and automatically register citizens to vote, which results in high turnout. In America the burden to register is on the citizen.
Regardless, this specific issue is about the Constitution, which is pretty clear on the topic.
