You see a lot of references in the bible to drinking wine. Sure they drank wine, even for recreation.
But most commonly wine was used as a disinfectant of sorts. I don't know the exact ratio, but wine was diluted with water that you actually wanted to drink - because you couldn't trust the water.
And in that part of the world, you just couldn't throw water away (unlike if you live on the edge of Lake Pontchartrain).
There was also a thing called "Small Beer" in England (and I guess other parts of Northern Europe) that was used for the same purpose.
But make no mistake the English were drinking full-strength beer as well. Just not for breakfast.

Every year at every college some senior engineering majors decide to come up with a way to get clean water to some 3rd-world country village for their senior design project. Solar boilers and sand filtration systems are the most popular choices. These projects never pan out though, because even when they actually work the villagers just don’t care. Typically they will use them till the filters need cleaning then just go back to drinking dirty water. They also quite frequently have parts or entire systems stolen by scavengers.

That is also my understanding of it too! I think I saw somewhere an average alcohol consumption rate of people in the early 1800's. It was massive.
