What is crazy is I tried and it wouldn't do it. Then I tried to change an existing image and it would not do it. So then I said "have an old sarge from T a&m lead a protest in France" and it did do that one.
But it would not do any photo real images of anything in that vein.

This isn't surprising. There are a lot of things it won't help you with if it means disparaging people regardless what you're disparaging them for.
It's the wording of your prompt that is likely getting in the way. Try not making it sound like every one of them is a Muslim and only Muslims are committing violence.
