The most likely answer is that Fauci and the CCP were doing Gain of Function research in Wuhan with the objective of advancing our ability to fight viruses. There was an escape and a resulting pandemic, then a coverup.
To jump from that to it was a planned attack is cultish conspiracy stuff.
