In the video in the article I linked @ ~ 1:40, they explained that those are guides for the visually impaired, so they know where to sign the envelope, and that they have been there for decades.
How do they mark their ballot, does it have holes for that too?
She gave a poor excuse about they don't see the ballot with the envelope until after the fact. Well, fix that. If the holes are really needed, make sure those are 'keep out' zones on any potential ballot.
Not hard to fix. That is, assuming you want to fix it, right?

That is dumb. Why would it not be marked in braille, you know the alphabet created for the visually impaired.

I don't know if braille would survive the postal system - that mail gets handled wicked fast.
And the holes are also just to know that there is something in there. Why they need to know that is beyond me - just open the darn thing, you have to do that anyway.
It all sounds very fishy. Like the "only a handful of apartments taken over by gangs". I guess "only some of the NO votes will show".
