No. I'm saying that the states aren't legally requires to compel with the request of everything in this:

They are compelled to turn over the applications and declinations of voter registration so they should turn those records over.

What did Judicial Watch state? They threatened to sue states who weren't updating registration. They are compelled to update registration, but that's not the issue here.

If applications and declinations for voter registration are considered rolls, then fine. Voting history is not a part of registration though.
