So the repeal was really only a half repeal. We added some enormous exemptions to the constitution and then cut income tax. This combined with the 2009 recession and falling revenue from Katrina lead Jindal to use a ton of budget gimmicks along with some cuts to keep the budget running.
I didn’t know that Blanco had cut any of it. But I agree, they kept the programs, but cut the funding basically and Jindal used gimmicks and our savings to keep from raising taxes and this legislature had to deal with the fall out from that. That’s why we are where we are.

Of course you don't. The media has no interest in undermining a democrat and taking the heat off Jindal.

Compare and contrast that with Ralph Abraham who's very active on social media, constantly posts pictures of where he goes and who he's with, takes JBE to task for the crappy job he's done and he or whoever is running his account literally responds to a lot of comments on facebook whether it be thanking people of their declarations of support for him or questions or suggestions.
Abraham's staff has run an outstanding campaign so far.

All that and the Great Recession and the big drop in oil prices.
Furthermore Jindal failed to reform the nursing home industry rules, and he promoted the film industry tax credits adding to the list of state giveaways at a time we were short of revenues.

Maybe he is just running an extreme outsider campaign?

Here's the full text of that section

To identify the states with the highest and lowest tax burdens, 24/7 Wall St. reviewed state and local tax burdens as a share of state residents’ income in fiscal 2012 provided by tax policy think tank Tax Foundation. In the case of ties, the state with the higher state and local tax collections per capita dollar value ranked lower on our list. Personal income per capita for each state is for 2017 and came from the U.S. Bureau of Economic Analysis. State individual income tax collections per capita are for fiscal 2016; state and local property tax collections per capita are for fiscal 2015; state general sales tax collections per capita are for fiscal 2016; and all came from the Tax Foundation’s “Facts & Figures 2018: How Does Your State Compare?” report. All data are for the most recent period available.
So it looks like they are using data from 2012, 2016, 2017, and 2018? Mixed together? What a weird way to word this. I have no idea what it means

This. We didn't fully repeal Stelly. We repealed the Stelly tax increases while leaving the Stelly tax deductions in place, which as you said, led to problems.
Had we done a full repeal of Stelly, we wouldn't have had as many budget issues.
