Excellent question. I'll do some digging next week and see what I can find. My gut instinct is to say that there's an inherent delay due to production having been shut down due to the pandemic. No production = no shipping. Production resumes, supply chain is slow to start up, and existing stock on shelves is depleted as economy began to reopen.

Accident miles up the road is cleared but compounding effects of traffic backing up behind it affects you, miles behind the scene, even after its gone.
