Excellent question. I'll do some digging next week and see what I can find. My gut instinct is to say that there's an inherent delay due to production having been shut down due to the pandemic. No production = no shipping. Production resumes, supply chain is slow to start up, and existing stock on shelves is depleted as economy began to reopen.
Accident miles up the road is cleared but compounding effects of traffic backing up behind it affects you, miles behind the scene, even after its gone.

One small nugget I can offer is that product from China takes 6-8 weeks by boat. I used to work in publishing and we had to add production time to time on the boat in order to back into our delivery date to the end customers. Don't forget China shuts down for about 2-3 weeks in February for Chinese New Year, so that also adds time.
