I think it means that the signal (sound) is carried in the modified wave so it doesn’t really turn into “sound” until your brain perceives it. I imagine the audio homogenizes the wave. So the same way you can’t hear it unless it’s pointed at you, you can’t hear the artificial reproduction of the “sound.” My best guess.
