1) Because they aren't insane and don't want to commit suicide
2) It's common to inform enemies prior to incoming missile strikes. The goal is not to inflict casualties it is to damage infrastructure.
3) They are "reviewing" a plan. It's just a vague threat and more sabre rattling

Guam has a THAAD missile battery permanently stationed. I doubt NK could get one through.

Democrats in DC are saying they don't like Trump's tough talk about NKorea. Yet, not one peep when McCain called him a fat boy. The democrats hate and are butthurt they lost. Politics before country has always been the dem motto.
