That's a ridiculously stupid notion. The fact that his actions under the Alien Enemies Act are not subject to judicial review regarding his proclamation came about through the legitimate use of the authority of the other co-equal branch of government you pretend doesn't exist.

Statutory limitations, not legal process. There is a current debate on here about whether the President can exceed those limitations without review/recourse, though.
