He wasn’t running for President. I kinda get the idea that he thought Joe was on his way out of office and was lining up his post vp endeavors. But then he also says that not long into the relationship, Jim Biden hits him the “plausible deniability” line. He knew it was sketchy but he also was trying to make sure anything they did was on the up & up. That’s why Hunter went around him after Joe put the kabosh on Tony’s request to put in safeguards. And once he figured out Hunter was using the money as his living wage, he GTFO
