The claim that racism only exists when tied to institutional power or control, meaning marginalized groups can’t be “racist” because they don’t hold societal dominance. This belief is often used to define racism in terms of systems and not personal attitudes. This is popular with academic and liberal kooks. They believe you can only be a racist if you are in power or have control over another. Power and control is something that can vary in many circumstances.
Racism is a defective mindset, rooted in personal prejudice, and anyone can hold such beliefs, regardless of social standing.
Power is situational, not absolute. A person may lack systemic dominance but still have influence or control in a specific moment or relationship. A boss of any race who discriminates against someone of another race has real power over that individual’s livelihood. A group targeting someone on the street based on race can exert physical control in that moment. Racism isn’t defined by who holds institutional control. It is defined by the belief itself, and the capacity to act on it, even momentarily.
Beliefs themselves can be harmful, whether or not they’re acted on, because they reflect a distorted view of human worth and identity. Racism is a moral and cognitive flaw. When a person claims that they cannot be guilty of having a moral flaw, they are placing themselves morally above others and actually prove that they are the real racists and elitists.
