I know we have a bunch of Scott Jenkins fans here. Insofar as he's insisting TN redistricting is fair to Memphis or Democrats though, it is a certifiably ridiculous position. TN redistricting is no more fair to TN Democrats than VA's proposals would be fair to the VA GOP. In a perfect world, fairness within a state would be a predominant consideration.
However,. translational fairness is not an intrastate issue in this instance. It is an interstate issue. Why should Republican states unilaterally disarm in terms of internal districting and overall federal congressional make up, when their democrat neighbors are tilting the playing board?
States like California, Illinois, Massachusetts, Maryland, etc. have gerrymandered their districts for decades. No one said anything. You can bet your last dollar that folks like Ashley Allison never said peep about Illinois' gerrymandered map.
That is where Jenkins' argument should rest.
Instead of being a hypocrite himself, and claiming that TN's redistricting is fair to Memphis, he should point out what a hypocrite Ashley Allison is for not acknowledging extensive democrat-favorable gerrymandering (in some cases court ordered) which predated these Republican efforts by decades, and which was the direct cause of these new Republican actions.

Bingo. I grew up in Shelby County (Germantown). When I started voting, our US rep was Marsha Blackburn who was from Williamson County (south of Nashville). We were always carved out of Shelby County (wonder why) and had a weirdly shaped gerrymandered district that carved it's way northeast up through middle Tennessee. Yet NOW it's a problem that Memphis's congressional district extends to the middle of the State? That tiny fricking district in Memphis was designed specifically to keep the black concentration huge and that seat blue forever. And it was never about race or giving blacks a voice. It was about house votes at the national level.
