You mean people that live in the city who are majority black, can vote in the city, and have voted for people who make bad decisions for them is incharge of their city?

Fed Gov just threw $75 million at the state of Mississippi *specifically for water projects* through the Bipartisan Infrastructure Law. The key is that cities have to apply to the state, telling what projects they intend to do to be awarded these funds. The report was just published August 26, 2022 showing what projects are planned and have money allocated.

The list of projects starts on page 24 and I’m not seeing any City of Jackson projects on there. I find it highly doubtful that Jackson applied for funding and was denied entirely, considering their water issues are dire and have been known for a long time. The state board does not want to have to answer for why they would deny Jackson so… did they just not bother to apply for funding?

The only solution for this problem is to take the water department away from the city of Jackson. The water is too vital a service to put in the hands of 4 year elected officials. The best system is the creation of a water board whose sole responsibility is water. The board is comprised of appointed individuals who come from a variety of disciplines. The state of MS will have 1-2 appointees, the city a couple, 2-3 from water associations like AWWA, and engineering associations. This works well as the infrastructure is transferred to the water district.
The water district hires management and management operates and maintains the plant. The rate payers pay a fee for the water based on maintaining and SUSTAINING the system. Money is escrowed for emergencies just like a responsible household and the system will make enough money to never need an infusion of tax money. Never.
The problem with 4 year election cycles is that they don’t work well for maintaining a long term necessary services like drinking water. Until the water system is taken out from under this flawed system the problem will never be solved. The temptation to raid the water funds is too great and maintenance is deferred to the “next administration”. Build a ballpark with the money, get re-elected and hope nothing goes wrong on your watch. If something does go wrong you blame it on racism.
Bessemer AL did this many years ago. Check out the demographics for Bessemer. Bessemer water board runs an outstanding water system.

Jackson, MS. Population - 163,778. 80% black.
That's approximately 140K Blacks in that city, and you can't find anyone that can work on the water system? No, wait. What was I thinking. 100% of that 80% is too GD lazy to do it themselves.

at some point Republicans should just agree, claim environmental racism, and vow to find out who's responsible

Perhaps they should include criteria in their voting considerations other than skin tone?
