It’s probably already been stated, but the budget surplus was the doing of a Republican Congress. Clinton and all Democrats did their best to fight it. But eventually, Bill caved.

One important thing he did during this time was to promote an unsustainable housing boom by forcing racial quotas in the lending industry to avoid credible metrics such as credit worthiness and ability to pay. This of course eventually led to a housing bust that wrecked our economy.
