Well, near-carbon-free nuclear provides power at a cost of ~ $0.0335 / KWh and fuel cost is only ~ $0.0064 of that. So non-fuel costs are about 80% of the cost. So yeah, not 'free'.
I guess that's what he meant (does he even know?), as fuel is generally considered part of "operating costs".
Soar and wind have no fuel costs, but to cover on-going expenses (even w/o all the storage you'd need to go near 100% renewable energy) and cost of capital, wind/solar costs per kWh lifetime are about on par with other forms of electricity. So no, not "free".
