They are probably using some filtering software that they themselves did not configure - it's likely some out of the box filtering software that they enabled to block porn, etc. Problem is these SJW's at these software companies like to slip in their own political agendas and block things by default that should not be controversial.
I have my businesses public wifi setup to block cnn msnbc and democraticunderground. The alert a user receives says: "Untangle has determined this site is fake news".

Fortinet makes firewalls from entry level to enterprise. They have web filtering software built in among other security features.
Although it's been years since I configured one, I don't recall Bass Pro Shop being blocked by default. I would guess a small doctor's office has a managed service provider managing the appliance.

Yep, that's the firewall appliance and it's likely some basic rules that are set in place by the party they outsource their internet or IT support to. Get in the chair and tell the DDS to have his IT guy make an exception for BPS.
