Why do they shot to kill?
If my house was being broken into and i had to shot to protect myself, i would go for the leg. I wouldn't keep shooting!

Police are allowed to shoot fleeing suspects under certain circumstances, primarily if they believe the person will be an immediate danger to someone if he was to escape.
I would say fighting like a madman and taking a police's weapon (whether taser or gun is irrelevant, still a weapon) counts as someone who would most definitely be an immediate harm to others if he was to escape.
This has been affirmed in Supreme Court rulings.
