No shite. The piece of shite who murdered unarmed protesters in Cuba was probably also cleared of any wrongdoing.
When a country starts gunning down unarmed protesters.. the country will label those protesters as terrorists and then clear themselves of wrongdoing. The only other alternative is.. saying that their fascistic asses gunned down unarmed protesters. They wouldn't do that.

You can sue unknown employees and their employers under information and belief if you abide by Rule 11 and state-analogue laws regarding obligations of lawyers to investigate claims.

It's not easy, but not impossible either. Not saying you do, but some people mistakenly believe it means "blanket" immunity. "Willful" and "unlawful" are the hills to climb, but isn't as big a hill to climb as you may think. You know how it goes, many settle short of "full asking price".

SCOTUS has signaled a willingness to move away from it, but as it stands now, the cop essentially gets QI unless you can find a fact pattern directly on point that would have put the officer on notice he was violating constitutional rights. It’s absurd and way too favorable to LEOs, but that’s where we stand.
I also read an article the other day that Tim Scott and the Dems have agreed to table any QI reform in the possible police reform bill so it may stay this way for awhile.
