Yes. He took the physical keys during their training session well in advance of the election. The only possible motive to do so that I can see would be to try to reverse engineer it and create one to be used during the actual election in an effort to rig the election.
Don't know if this same hardware was used previously or not, but I would assume so.

Its likely the stealer was or will be paid off. And info given to real hackers who may or may not have used now.
Bigger picture is if they can now hack and use it before midterms which is the big prize for the stealers.
