So, it hasn't been brought to a vote in the House, and it won't be, so how would the Senate even get the bill before it in order to vote on it?

I'm unclear on this. Can anyone shine a light on this?

Doesn't answer my question. How can the Senate vote on a House Bill that hasn't been brought up for a vote?

Interesting. So she stupidly thought this was beneficial to have it introduced in both Chambers of Congress?

But for shicks and giggles, can a House Bill, prior to being voted on by the House be preemptively voted on by the Senate and if so, what codifies that?

That is a common strategy. If her bill is killed in a House committee, the Senate vehicle can still move.

Technically a HB has to start in the house, but they can do whatever the hell they want with rules.

A Senator introduced it to the Senate. McConnell is taking it to a vote.
