You clearly have never read the US constitution and are at the same time historically illiterate. It is quite embarrassing so if I were you I'd stop with your retarded posts and go read.
And yes the President is ordered by the constitution to "take care" that the money is legally and well spent. The constitution wouldn't say that if the president didn't have a large role also just the fact the executive is the one spending the money is a big clue. This is why you need to go read and learn instead of spout retarded nonsense.
