"Couldn't" is key. If God 'couldn't' do something, then that Entity would not be God. Now if God 'wouldn't' do something - for altruistic outcome - against our will, that would be a different animal altogether.
I think God pretty much stays hands off for the reason of undermining our OWN triumph. Allowing us to earn something of our own creation to give as a 'gift' back, for the great adventure that is Life. If God didn't create us for our own benefit - but His - then Lucifer could take that to the hypocritical bank.

Of course God could. But, we have to make the choices and live our lives. That we can do that and not be puppets is what makes God so great.
