The reality is corona is going to go through the population and there isn't a lot that can be done about it.
Don't say that!
We can wreck the fricking economy needlessly and centralize more power!!!

If your kids aren’t going to school, work should be the biggest spreader of the disease after your family in the home. Think about how many people you are in close contact with (closer than 6 feet for over 15 minutes). Where does that happen? Work, school and home. That’s the vast majority of it for most people.
The OP indicated that there were severe social distancing measures in this case.
People are going to ball parks, gyms, restaurants now. And they are spending a lot of time with other people now too. I don’t know if anyone not at risk who are still choosing not to gather with friends at someone’s house etc.

At this particular facility strict adherence to social distancing, requirements for face masks, and other precautions were not effective at all.
with limited 3rd hand information that you are giving us... I can point out a few things that I would (as an EHS professional) would ask before coming to any conclusion.

30 where I work, over a 100 sent home for proximity reasons.
You would think that a company, the size of where I'm employed, would rely less on the local magistrate, company nurse, and do some real research. They have a full time cleaning crew (minority that can't speak English) at every location. The flimsy little masks that they're issuing out to everybody, are ridiculous.
They went so far as inquire as to what we where do'n on our personnel time.
The CEO's virtue signaling on the BLM has been, to say the least, humorous.
Been working from my truck since March.
Been told my whole life (in my 50's) that "today is all we have, tomorrow is not promised".
You can't stop whats come'n and, it ain't wait'n on you.
That's vanity .

You’re saying that the six cases at work were all results of community spread outside the workplace? Doubtful.
And yet still possible... How many is 6 in comparison to the remainder of the rest of the workforce at that location? 6 out of 600 and 6 out of 60 have two different probabilities... Those 6 may frequent venues with lots of people unprotected, could have spouses that work in environments that are not as stringent, might go to Wal-Mart and Lowes 6 times per week right after work...
So, I will stand by the fact that the scenario presented neither proves or disproves anything concerning the spread at that particular workplace...

Every nursing home, every closed meat packing plant ...the same holds true ...The Virus came from the outside, not originally within their own walls.
South Dakota conducted a detailed study on the closing of the pork plants ...When the employees went home ..no social distancing, wearing of masks, cleaners ...the virus was walked in from outside. Study nursing homes in particular ...Centralized HVAC systems. You would imagine that the idiots running the asylum...forgot every lesson of the past.If this spreads by droplets ...the last thing you want to do is use a centralized HVAC system to suck the bad air in, then spew it out to every room in the building. I would spend hours on the phone with Underwriters searching for solutions to capture grease fumes from deep fat fryers in a restaurant to be built within malls with centralized HVAC Systems. The potential for fires was through the roof. The same happens in nursing homes.

Have you ever seen how nasty the average person's hygiene is outside of work?

So timing can play a role.
Are you sure about that because a Dr told me the rapid test can pick up the virus within an hour of contracting it. Even though there is an incubation period you still have the virus. The incubation period is just haw many days until the symptoms appear.

In our experience, we had a negative result test on a known positive case. So it appears that either it was the timing, or the swab just wasn’t good enough to get a positive result.

Everyone will get it eventually.
Who’s never had the flu?
That may be true, but I want to put it off as long as possible. So that when I do get it I will be older and more likely to die from it.
And if we can keep all of the young healthy people from getting it all at once that will make the old frail people have to jump through protective measure hoops for a much longer period. Their guard will eventually drop and we need to make sure there are covid19 people out there to infect them.

Interesting. Crazy how there are still so many inconsistencies and unknowns with this virus still.

Maybe he should have them complete a battery of web based training courses to solidify his precautionary measures. I know they are game changers strengthening work place health and safety cultures!
