the problem is that the system is not built to really allow this and it's freaking out that we now have methods to do so

there is a reason why the FBI has become experts in creating fake terrorists to display to the public as actual terrorists. add in this to go with random chance that any population large enough will have legit crazy people, and you just have to wait for a marginalization moment to occur (either forced by the feds or the laws of averages)
