No one outside of fedgov refuses.
Securing the border is a federal duty; but the State of Texas has definitely acted (and PAID) to provide supplemental law enforcement along the border and beyond.
We arrested 2.21 million at the border in 2022.
That’s certainly nowhere near enough for my liking, but I’m not Governor of Texas.

No. That’s just wrong. The overwhelming majority of these people are fleeing their home countries to come here because their home countries are literal 3rd world shite holes. This isn’t an invasion being orchestrated by the WEF, UN or any other organization that makes us the bad guy. These are desperate people and they’re fleeing all sorts of shite back home. The irony is that we’ve brought some of it upon ourselves. Our thirst for drugs largely fuels the cartels and the violence in their towns. Those same cartels own the political classes, judiciaries, industries… they own everything and it isn’t anything new to this century, Mexico or Latin America. I don’t blame them for leaving their homes. It cannot be an easy decision. But the answer isn’t an open border either.

I have empathy for the poor innocent people caught in the chaos of Mexico and South America. That doesn’t mean we can just allow unfiltered unchecked immigration indefinitely. There needs to be an allotted amount allowed in every year from all over world, criminal back ground checks, etc. Some people won’t be allowed in. Some of those people will die. It’s sad but the world isn’t fair.

99% of the land they are crossing on is private land, are they prosecuting them for their state/county level crimes?

I wouldn’t cry if we closed immigration to everyone tomorrow. I would however postulate that most good people who immigrate here correctly aren’t going to be very likely to vote themselves into communist bondage anytime soon. Unlike the large amount of cringe cucked white people here who go around kneeling for non whites while getting out their visas to pay for the privilege. See Nigeria.
