is it theoretically possible for a brand new candidate (i.e. Gavin/Hillary/michelle) to be the presidential candidate and kamala be the VP again, so that they could use that $250M?

I believe the only thing that can be done with money donated directly to a particular candidate is that candidate can transfer the money to their party. They can't send it directly to another candidate's campaign.
So the money wouldn't go away. It just wouldn't be controlled by the candidate running for president. Instead it would be controlled by the DNC. It's a factor, but not as big a factor as some make it out to be.

Exactly. 99% of media, entertainment, and academia are far left. They campaign for the DNC everyday free of charge. Democrats will show up to vote against Trump. It doesn’t matter who the Dem candidate it. Biden barely even campaigned in 2020.
