Apparently so.
I learned something new then. It was my understanding that they wanted heroin and the dealers (without the knowledge of the user) where cutting their product with fentanyl to increase profits. If users are requesting and buying straight fentanyl, then I stand corrected (I'm not knowledgeable concerning illicit hard core drug use to be fair).

Federal drug sentencing is based on volume, not potency. Plus, it is easier to traffic smaller volumes of drugs than larger volumes. Mixing a little fentanyl with the opiods means smaller volume dosages, greater ease of transport, and smaller sentences if caught for the same number of dosages.
Junkies don’t know the difference until they take too much and don’t wake up. The usage of fentanyl isn’t a demand-side issue, but a supply side in much the same way airline passengers aren’t demanding smaller seats and higher fees to check baggage. They need to fly, so they put up with the bs the airlines give them because of the limited competition in that space. Their dealers are by and large getting all of their supplies from the same smal handful of trafficking cartels. So, when the cartels decide to use fent to move products more easily, customers get the shaft.

They are mixing small quantities of fentanyl into opioids so that a dime bag size of opioids will carry 4 times as many doses. It is a way of shrinking volume, much like vacuum bagging towels and comforters before putting them into storage.
