Bootlegger just has tiny hands, it’s a little deceiving.

That’s a big goddam owl...
Owl "pellets" are the indigestible parts of their food that is basically vomited back up. It's just one, oblong pellet, usually a couple inches long. There would never be a pile of them like this unless someone picked them up and made a pile. You can often find several under their favorite tree, but they'll be at least somewhat scattered.
Hawks and falcons do the same thing, but they have stronger stomachs that digest all but the largest bones, unlike owls. With a hawk casting or "pellet", it's usually mostly hair and feathers with maybe a few bits left from large bones and whatever debris they accidentally ate along with the food (leaves, grass, etc.).

The pile is just like I found it, and definitely not under a tree limb. We have coyotes on the other side of the facility that borders 90 acres of woods. This is inside a fenced field, in the center of the complex. Weird!

I'm sure a yote got in there after some rabbits, moles, mice, or something else that was in the field at night. They can fit through extremely small holes in fences, under the fence, etc.
