It sure might be bro, very good guess!
Here is your Papillon:
A Papillon looks like a Pomeranian as you can see from the pics(but with a different coat). Both have those fox like ears and face, with small bodies. However, the King Charles Spaniel has a different shape of face, and top of it's head, not to mention radically different ears, more like a hounds ears, hanging down.
The OP's dog looks like a KCS on the top of the head and whole head, and whole body. But the ears look in-between both breeds, but more to Papi. My guess is that is a cross between each of these breeds. But I see more KCS in total. The only odd thing is that it's nose looks like neither. A KCS's is short and flat. A Papillon is short and narrow like a Pomeranian. But this dogs snout is much longer and different looking and slightly different looking face too. My guess, 50% KCS, 25% Papillon, 25% something elts...
But if I am wrong, and it has more Papillon blood in it, the dog will be aggressive with other dogs around. But if it has more KCS in it, it will be very warm and inviting to all dogs. OP should take his new dog to a park and test...

My first thought was cavalier mix too, but seeing that it's a mixed dog running around, I think there's a much higher chance that is a mix with something more common, like a brittany.

That's the best pics you got? Can't see nothing but ears.
