Just kidding. Call the DMV, they'll point you in the right direction. I'm curious myself. You may need a death certificate.

Go to WL&F home page and down load the paperwork. You most likely will have to go to a notory to get the paperwok stamped. Will need MIL to sign too! A notory can do a jugdemenship!
The trailer, you will have to go to the MOV. Have tittle signed and stamped too! MIL can do an act of donation on both. Will save on taxes for the trailer, none on the boat/motor.

they have a specific form for this on their website. you will need a copy of the will and the death certificate i believe.

Cant just donate the trailer.
DMV will tax you at its "value".
